First, you replace 102 by 100.

Here, ${100}^2=100\cdot 100=10000$

and $\sqrt{100}=\sqrt{{10}^2}=10$

${102}^2$ is therefore slightly greater than $10000$ and $\sqrt{100}$ is slightly greater than $10$.
